Then, there's be a Non Dronification Treaty which India will boycott. Then a Comprehensive Drone Ban Treaty which India and North Korea will boycott again. Then, 40 years later, India will announce a drone. Way to go.
Years later, where does Bayraktar stack up against these? Cheaper and more successful that's for sure..
